"The demographic trends we are now witnessing have important repercussions for the future of our welfare and health systems, budgets, housing and infrastructure needs. The Coronavirus reminded us how fragile all this can be. We have seen our elderly suffer in high numbers. Not only are they at greater risk of complications if they catch the disease, but they are also among those most affected by the lockdown and social distancing measures taken to stem the pandemic. The cost of isolation and loneliness has affected many – from those struggling to provide for their children without any support structure, to those cut off from their loved ones in another city, region or country. On 17 June, the European Commission published its first ever Report on the Impact of Demographic Change. While shedding light on the trends it does not propose to reverse them, but rather to inform and inspire our thinking to equip us with the right tools to provide innovative solutions and to support people as they experience change." The Council of the EU has adopted three sets of conclusions in relation to ageing in June, which show that a coherent approach on ageing is still lacking. The conclusions reflect on the results of three major reports drawn up by member States and the European Commission: 1) the Ageing Report contains population projections and projections for age-related public in the very long term, until 2070; 2) the Pension Adequacy Report analyses the current ability of pension systems to safeguard an adequate standard of living for older persons today, the evolution of pension adequacy in the longer run and the impact of reforms on pension adequacy; 3) the Report on Long-Term Care looks at the challenges of long-term care systems." "The purpose of this green paper is to launch a broad policy debate on ageing to discuss options on how to anticipate and respond to the challenges and opportunities it brings, notably taking into account the UN 2030 Agenda for Sustainable Development and UN Decade for Healthy Ageing. Competences for dealing with the effects of ageing are largely in the hands of Member States and the EU is well placed to identify key issues and trends and support action on ageing at national, regional and local level. It can help Member States and regions develop their own, tailor-made policy responses to ageing." (European Commission)

Il soutient que des réformes de politiques fondées sur les données probantes sont nécessaires pour améliorer la performance des systèmes de santé et s’assurer qu’ils puissent s’adapter en période de changements." "This Research Note is divided into two parts. The first part analyses the ad hoc module on the transition from work to retirement, examining the relative number of men and women in the EU in receipt of old-age pensions before they reach 65 (the official age of retirement in most Member States), the extent to which they continue to work both before and after reaching 65, the hours they work and the types of job they do. It also considers whether or not those with higher levels of education tend to be more inclined to remain in employment than those with lower levels, as well as the main reasons for staying in work and how far it is related to a desire, or need, to increase household income. The second part examines the health condition of older people and the extent to which they are affected by impairments, including mental disabilities. It also compares the health condition of those in employment with those who have retired or are unemployed as well as with those who are economically inactive but are not yet retired. It is based on data collected by the fifth wave of SHARE (Survey of Health, Ageing and Retirement in Europe), which covers men and women aged 55-69 in 14 European countries and relates to 2013."

Life expectancy in the EU has increased by 8 years since 1960, with the average life expectancy in 2000 being 75 for men and 81 for women - one year higher than in the US. This can be attributed to better health and living conditions for European citizens. So says the report on the Social Situation in Europe 2003 which had as its special theme the health of Europe's citizens.
The Social Situation Report deals with the quality of life of people living in Europe. It provides a holistic view of the population and its social conditions as a background to social policy development and contributes to the
monitoring of developments in the social field across Member States.
This publication serves as an executive summary of the Report. It provides an overview of the main social and economic trends in Europe, backed by facts and figures. A synthesis presents the questions of how and why the health of European citizens has improved, along with some potential future challenges. The publication then concludes with a brief consideration of the European Social Model.
In addition to the challenges of an ageing clientele, the sector will also have to adapt to the ageing of its personnel. In seven Member States, 40% of nurses are already over 45 years of age. As needs increase, it will be vital to replace the outgoing flow of retiring nurses. Immigration can only provide a short-term solution. In the longer term, it will be important to improve quality and productivity and find ways to attract the younger workers needed to provide staff in this growing sector.
