"This submission is in response to the Long‐Term Care Staffing Study Advisory Group struck to address Recommendation 85 of the Gillese Inquiry into the criminal acts of a staff member that resulted in the untimely deaths of a number of residents and issued its recommendations on July 31, 2019. Justice Eileen Gillese gave the government a deadline of July 31, 2020 to develop a staffing plan for long‐term care, and table it in the legislature. In this submission, the Registered Nurses' Association of Ontario (RNAO) asks to establish a "Nursing Home Basic Care Guarantee" for residents living in nursing homes. RNAO calls for a new era in LTC by guaranteeing the basic care needed, shoring up staffing levels for regulated and personal support staff, and adjusting the staff mix, so residents in nursing homes can count on consistent, safe and quality care." The Registered Nurses' Association of Ontario (RNAO) has advocated for changes in the long-term care sector for two decades, with the goal of enhancing outcomes for residents, their families and the staff that care for them. Many of RNAO’s recommendations relate to staffing and the funding models required, ensuring safe, evidence-based resident care. We have also reiterated the need for a skill mix that reflects the increasing acuity of the residents that currently live in Ontario's long-term care homes, as well as funding models that address their needs.

To better inform the current discussion on changes in long-term care, RNAO has compiled reports, submissions and backgrounders, as well as a public inquiry and a coroner's inquest, that have identified problems and provided solutions to the issues in LTC over the past 20 years.

RNAO identified 35 reports available online related to staffing and funding models in long-term care, from 1999 to 2020. This list is not exhaustive, however reflects the consistent demand for attention to staffing numbers, staff mix and professional practice along with funding support to ensure safe, competent, evidence-based person-centred care.

The purpose of this next edition BPG is to provide nurses, the interprofessional team and caregivers with evidence-based recommendations for the provision of oral care for adults (18 years of age and older) that will: (a) promote an interprofessional approach to providing oral care, (b) enhance the delivery of oral care interventions, and (c) ultimately lead to positive oral health outcomes for persons." "A Palliative Approach to Care in the Last 12 Months of Life is a best practice guideline (BPG) which provides evidence-based recommendations to nurses and the interprofessional health team who support adults (18 years and older) experiencing the last 12 months of a progressive life-limiting illness, their families and their caregivers. The goals of the recommendations are to: (a) improve delivery of psychosocial, spiritual and culturally safe care; (b) enhance coordination of care; and (c) facilitate supportive work environments. This BPG is applicable to all practice settings where persons and families require palliative care and end-of-life care services (e.g., acute care, community care, and long-term care). It has 11 evidence-based recommendations and addresses the following areas: the domains of psychosocial, spiritual and culturally safe care; interprofessional care planning and delivery; and strategies to support health providers who provide palliative care and end-of-life care." "Preventing Falls and Reducing Injury from Falls (3rd ed.) replaces the RNAO (2011) BPG Prevention of Falls and Fall Injuries in the Older Adult, which was originally published in 2002 and then revised in 2005 and 2011.

Whereas previous editions focused on older adults in hospital and long-term-care settings, the scope of this third edition has been expanded to include in all adults (>18 years) at risk for falls and receiving care from nurses and other health-care providers across the health-care continuum, including those living in the community.
